Madison, WI – Court-ordered documents from Outagamie County District Attorney Vince Biskupic revealed that he made a deal with a man charged with 11 counts of possession and attempting to import child pornography to contribute to Biskupic's Crime Prevention Calendar Fund and in turn – the man received no prison time. The man faced nearly 30 years in prison and up to $100,000 in fines for his crimes, which included owning and attempting to import tapes of sexually explicit material involving girls ages 10-12 into the state of Wisconsin. However, the deal Biskupic struck meant the man served no prison time and paid $10,000 in fines, $1,000 of which went to Biskupic's Crime Prevention Fund. "Biskupic's willingness to turn his back on this case is particularly disturbing given the fact that it involved violating children," said Lesley Sillaman, spokesperson for the Democratic Party of Wisconsin. "It appears this man should have served prison time for his crimes. Instead, he was able to give money to Biskupic's conduit funds and received barely a slap on the wrist." One of 14 deferred prosecution agreements exposed in the documents, the other cases revealed Biskupic made deals with defendants charged with child pornography, lewd conduct and drug possession, all in exchange for donations to his fund, which he alone administered. "There is a troublesome pattern here," said Sillaman. "Defendants with
the financial means to pay into Biskupic's fund were able to escape punishment
for their crimes. It is now clear why Biskupic tried to keep these records
secret and stonewalled our Open Records request. Had Judge Kirk not ordered
Biskupic to release these documents immediately, he may have been able
to conceal this until after the election."
